As an administrator, I've tried to import a CSV file and I can get as far as selecting the file I want to upload but there are no projects to import my issues into in the 'Import to JIRA project' dropdown menu. There are plenty of active projects listed in the regular projects dropdown so I'm not sure what I'm doing wrong here.
