I need to let people vote on issues they've reported

For our development process, people need to vote on issues so we know how to plan. Right now, JIRA doesn't let you vote on issues you've reported. How do I turn this off (seems like a business rule that I should be able to override?)

I don't think you can.

I suspect there's an implicit relationship - it's safe to assume that if you report something, it counts as a vote for it!
