I can't see Script Runner in the Marketplace

1. I can't see the script runner in the marketplace

2. Can I manually installed, already downloaded plugins, to my system?

1. If there's no valid version for your system, then the UPM will not show it, but you can always use a browser to get to it

2. Yes - look for an "upload addon" link on the "manage addons" page

The add-on at https://marketplace.atlassian.com/download/plugins/com.onresolve.jira.groovy.groovyrunner/version/1146cannot be installed on this OnDemand instance.

Is it because the addon is not supported?

You cannot install addons in OnDemand other than "connect" ones - you can go via your OnDemand management account to install standard addons. The list is limited to a list Atlassian can support, and Script Runner is not on that list.
