Hi Robert,
The most likely cause of this is a lack of memory available to the JVM, which may or may not be related to the server resources, depending on what you are doing here. Can you let us know your server specifications and what you are doing here, i.e. is it a first install, are you restoring a backup or upgrading from a previous version?
The first thing to check is your system resources, if you see they are maxed out then you will need to allocate more memory to the server, and if the server still has resources then you should try following the instructions in this document: https://confluence.atlassian.com/display/JIRA/Increasing+JIRA+Memory
Finally, if none of those work then make sure the files aren't being scanned by any anti-virus because JIRA produces lots of files that will be scanned and this can also bring your system to its knees in the way you are seeing here.
