I am re-installing JIRA 5.2.2 and at the end of every install I get an error about The Gadget Dashboard plugins

I screwed up my JIRA installation, and so I am trying to start fresh with a 5.2.2 install. I have tried re-installing a number of time, and everytime at the end of the install process I get the following error message:

The Gadget Dashboard bundled plugin is not available. To ensure the Gadget Dashboard plugin is enabled, please contact your JIRA administrators.

I cannot figure out what is wrong. I created a new DB, and this is a clean install. I have the data from my previous DB on standby, but I have not imported anything at this point.

A support request was raised for this - turns out the problem was due to plugins timing out. We have a KB on this, https://confluence.atlassian.com/display/JIRAKB/JIRA+System+Plugin+Timeout+While+Waiting+for+Plugins+to+Enable, that advises on the problem and also the fix.
