you mean "what's new" ?

if so please head to your plugins-sections "show system plugins" and look for

JIRA Welcome Plugin

open the enabled modules and deactivate "whatsnew,whats-new-resources,whats-new-item"

Well I did actually mean that small horizontal bar at the top. but this answers my question.. that was one of the plugins.. News something..
