How to send notifications when Issue's status changes to In Review.

Our workflow has a step called In Review that denotes when an issue is being reviewed. I want to be able to assign a reviewer, and notify her that an issue is awaiting review. How can I go about adding a field to the In Review screen so I can select a reviewer and have them notified?

First, create a screen with the user picker field
