I made just 3 IDs. but Licensed Users are 11.
How to calculate Licensed Users?
I want to use just 10 users account.

A license is consumed by each account that can log in.
Go to Admin -> Global permissions to find out what groups can log in (the default is jira-administrators and jira-users). Then go to group maintenance and see who is in those groups. It's deduplicated though - if someone is in more than one login group, they still only count as one user. That's for Jira, but it's the same principle for the rest of OnDemand - there's a set of groups who can log in and each user counts.
(I don't use OnDemand, but I have a sneaking feeling that it adds one to the allowable user count, to allow an Atlassian admin to get in without counting towards your 10 user limit)
