How to configure anchor to page with id rather than page name?

For scenarios where you have recommended to use page name#anchor name, how will the anchor link be used when the page URL is of the format http://myconfluence.com//pages/viewpage.action?pageId=8521135

Have you found any information on this topic?
I'd prefer to use page ID's and even anchor ID's instead of the names as these might change
