How do I get to the search page without doing a simple search first?

This question is in reference to Atlassian Documentation: Searching for issues

Drives our team nuts that we can't get to the search page without first typing a basic search that we don't want.

Pressing Issues gives you the menu options. Current search brings you to your previous query, Search for issues brings you to a blank query.
