Jira does not display precentages and the query I am looking for is not a simple solution, found another way to obtain the infromation I was seeking.

What does "completions rate" mean? What are the factors?

what SQL statement can I use to accomplish this?

Create your own SQL statements? The jiraissue and the changegroup and changeitems table in the db should be able to give you the information you need.
