In some cases, you can simply edit the issue, and change the issue type.
That depends on the issue type "field" being on the edit screen, and that the two issue types have the same configuration.
Otherwise, you will need to use the "move" function - move the issue, pick a new project if you want, select a new issue type, and click go.
