You need to talk to your administrators.

For creating a project, you need to be given one of the two system-administrator roles, by an existing system administrator.

For creating issues, you need your project administrators to add you to the project.

We don't know who your administrators are.

They need to have the JIRA Administrators global permission. You can only assign global permissions to groups. Bear in mind that by doing this you are also granting some of the administrative privileges to these users.... which can be dangerous.
