Granting permission to manage repositories?

Is it possible to grant fine-granted security permissions to certain users or groups? I would really like to grant certain users the ability to manage repositories or specific plug-ins, but I don't want to give them full administrative access. It seems like it's all or nothing, though.

If it's not possible, any idea if Atlassian plans to implement this in the future, or if it would be a reasonable feature request?
