Do I have to pay for all of the customers with Service Desk Requests?

This question is in reference to Atlassian Documentation: Billing and user count

The Service Desk project type seems very useful, but the cost of having all requesters as users on our cloud account will make it too expensive. Will requesters contribute to our JIRA users?

This widget could not be displayed.

If by "requestor" you really mean "customer", then no - customers do not count towards your user count.  Only JIRA users count (Core users, Software users, and Service Desk Agents)
