Although the date format in JIRA is MM/DD/YYYY it will accept a 2 digit year and tally it from the year 0000. For instance, 03/02/13 will reflect as 03/02/0013 once saved.

Please verify the date picker in System > General configuration > Advanced similar to the following:
jira.date.picker.javascript.format=%d/%m/%Y jira.date.time.picker.javascript.format=%d/%m/%Y %H:%M
