Create new issue in larger window

When using TinyMCE editor plugin and click the button to open a new issue not the description field allows redimencionado be. This is due to the small size of the window that opens to the creation and issue of the creation of the scroll bar at the bottom of the new window. When the TinyMCE editor plugin is configured in reverse mode (without formatting option) or when you click the middle mouse button to open the issue of creating a new window is allowed to resize the field description, as can be seen the images attached.

Question: what is the procedure for a new issue is always done in a large window? Or what is the procedure to increase the size of the window to create a new issue?

Ok David,

After applying the solution on Announcement banner and click the button to open a new issue, a new screen appears with only two fields: project and issue type. Then I need to click on next button to pop up the entire screen. Is there some trick to appear all fields at once instead of having to click the button next ?
