Convert existing repository to open source

Hi, I am new to Open source.
I want to convert my existing repository (of android app) to an open source one and make it public with GPL-3.0

How can I quickly do that?

Thanks I was not asking that but from your answer I understand that to have a repository which is open source I just only need to make it a public repository.

I could be mistaken, but it sounds like you might want to publish your repo as a website:
