Content by Label Macro not displaying pages

We're having an issue where the content by label macro is not displaying pages with the defined labels. The markup is correct and is the following:

{contentbylabel:labels=+program|showLabels=false|showSpace=false|space=CernerFlight|max=30|sort=title}

There are multiple pages in the space that should be returned, but instead we are getting "No content found for label(s) +program" displayed on the page.

This error is inconsistent but happens in multiple spaces, using multiple different labels.

Any ideas what the issue could be?

Try to rebuild content indices from scratch and see if this solves the problem. Otherwise, see if there are any errors in the log.
