Configuration of "Original Estimate" field as required

I would like to get required Original Estimate field in Open->In_Progres transition. User should not be able to Start progress task until Original Estimate field is populated.

How can I configure it it (I am not able to find any Original Estimate field configuration) ?

Its called "Time Tracking".

I agree, its weird and not intuitive.

You can add a description to it to help your Eng understand that logged work goes against that field.
