Change issue type to new issue type created

This question is in reference to Atlassian Documentation: Associating issue types with projects

I have created a new issue type and associated it with my project/screens.  When I create issues the type is available...however...when I edit an issue, I am not able to change the issue type to the new issue type that I have created.  How do I do that?
