Center align panel title

I have a simple panel with a title and body. I can get the body to center align with the {center} macro but can't get the panel title to center align. I have tried {center}, {align}, and even parameters such as titlealign=center in the main panel declaration. How can I do this?

Yes I have. I created the CSS below, applied it to the page, and nothing happens.
