Can you filter the Watcher select list to just users with permissions to the project the ticket belongs to?

I have a client facing project, when they go to add a watcher to a ticket, they are seeing all users that match what they start typing. In some cases they see email addresses for competitors that also have projects in our JIRA instance. Would like to filter the Watcher list to just users in the project.

Browsing users is a global permission and you will be able to see all users if you have that permission. Are you able to add people without the project permissions even if you don't see them?

You will need some dev work to change this behavior.

Yes, I can add people without the project permission, the email notification gets suppressed for those users, but my client has an issue with other clients possibly seeing their email accounts. I understand this functionality is an Improvement that is being tracked at jira.atlassian.com. I am also researching a possible solution with a Minyaa plug-in. Thanks
