Well, you might be able to workaround by creating a new issuetype for such costs. You can have the different types in a select list and the actual costs captured in a custom field. And so on..

Not with the OnDemand version where you cannot add plugins. I do not believe any of the supported plugins deals with project costs. I could be wrong though so checkout the approved plugin list.

You can make a request though to ask if a plugin can be added.
