I would like to hide the user named "sysadmin" from the dropdowns where people can assign Issues. Is there a way?

Well, there is a permission called "assignable user". Make sure that the sysadmin is not part of the group this permission is being assigned to.

That worked, after I removed some other group permissions from that account. I was afraid those might keep the admin out, but it doesn't. Good news. Thanks.
