Can I download history of folder, action log or similar?

Can I download the history of actions list or similar if I decide to change JIRA to other software tool?

E.g. If we have our documetn control build on JIRA, can we save the history of persons who approved/released the document etc.?

This is all stored in the database, so it will demand a little reverse engineering on your end, but yes, it can be done. How to get every action taken, for every ticket, every workflow transition. If your question is if there is a button in confluence that can do this export, i would say no.
