As mentioned in the resolution ping the JIRA server database server. what if the database is in same server where JIRA is installed.

Your question does not really make sense, but I'm guessing you mean you have installed JIRA and the database server on the same server.

To check if JIRA can see the database server, start by pinging it - in your case, "localhost" will check that link
