Add Components to project via database

Hello All,

  We would like to fill the components of the project from database. Is it possible, without restarting the server to reflect the changes?

We have around 100 components(and growing), we don't want to do it manually.

No. 

You do not just amend a JIRA database.  At the absolute minimum, you should have it offline, and have taken a backup and proved you can restore from it before you run any SQL.

This is something you should do over REST.
