1.5.59 released today now supports saving of adhoc configuration state on a global level, and optionally with specific per-project twists. Its accessed by a new 'settings' tab. Users with Project Admin can set the project default, System admin for the system default.

As a bonus, also included are dynamically loaded TemplateSets so you can select a canned response, and tailor the content as needed without having to deal with custom fields etc.
