with the attachment macro, is there a way to know who or how many times an attachment was downloaded

does anyone know, if theres a way to track who or how many times an attachment on a page was downloaded?

Nope, not out of the box. 

You can use the Tracking plugin. https://marketplace.atlassian.com/plugins/net.customware.confluence.plugin.tracking

And use the tracking info macro to see view count. There should be other macros that does this as well.

Oh, I don't think the tracking plugin tells you who downloaded, just the count. It's been a while though... worth a try.
