Not everyone has a license for confluence we are about to upgrade and wanted to know if SSO will effect anonymous user access, due to a few spaces have this access.

I am interested in a similiar question:
I do have confluence and jira with crowd and SSO. Now I wanna have another vendor join our crowd with their LDAP directory. Is it possible to give this specific group a VIEW-Permission in Confluence without giving them a license, while Confluence itself is not public?

If you use Crowd for SSO it will not prevent anonymous access. Please see Overview of SSO for more information about how it works. There are also third party SSO solutions, I am not sure if some of those require authentication to access the instance.

Then you have to check with ping how their SSO is implemented.
With Kantega SSO, anonymous users can still see the anonymous viewable pages.
Kantega SSO supports SAML and Kerberos.
