Answer from @Nic Brough [Adaptavist] in Ideation Trial.

 

"I'm not sure what add-on you might be talking about, but yes, all add-ons for Confluence become usable by all users (unless there's specific code to limit the users - if there is, then it will be part of the add-on)"
