If I go to Issues > search for an issue > edit the issue, I want to be able to add this particular issue to a "structure" easily.
Further, when submitting issues, I should also be able to submit them into a particular structure.
On the issue page, you should see a section "Structure". Select the structure you want to add issue to (click "select" small link).
If the issue is not in structure, there will be a big message "issue is not in structure" with options to add it to the end of the structure, or view the whole structure without this issue. In latter case, you will also have a right-hand panel with the issue you're viewing, and you can drag-and-drop issue from there to the desired position.

With regards to posting new issues in a particular structure -- you can create issues right in the structure grid with +New Issue and +Sub-issue buttons. We also have an improvement planned: https://jira.almworks.com/browse/HJ-795

Great, the improvement plan is exactly the functionality I'm looking for. Are you also considering integrating with the standard issue "edit" dialog which displays both from the issue list and the individual issue view? It's a really handy interface for editing a big group of issues (i.e. sorting through lots of issues and dropping them into the proper structure in the proper order by "editing" each one).

Yes, adding "structure position selector" to the Create Issue dialog would likely have a "side-effect" of having it also on the Edit Issue dialog. Most likely it will be represented by a custom field.

Let me also say that this was an absolutely horrible experience to post this question "starting anonymously" and register a new account. Form data was lost in the process and I even received an application error message. Make it simple and open a new window/tab if you can't get this flow to work right.
