Filter as Portfolio Plan Source not showing some issues

My results from the JQL filter is correct but after creating the plan, setting the More > Statuses to show all available, some issues are not showing in the Scope grid. No other plan filter are set and all issues are tagged with the correct Release. I'm also calculating with Target Schedule, since a lot of our forcasting is planned from a Target Date which we're attempting to use as a Baseline.

Any ideas?
