When a customized field is added how do we set the control flow or work flow in NextGen Project?

When a customized field is added how to we set the control flow or setting rules. (Like for example, defect root cause and closing date custom fields should be updated only during the issue closure and for other status changes these fields are not mandatory?

Next-gen projects does not allow you to configure when a field is required or when it is visible. The only thing you can do is use rules so for example you move the issue to a specific column in the board it will update a field.
