Next gen licencing - Jira Core

Does every next gen project either count towards Jira software or Jira service desk licences or is it possible to create a Jira next gen core project? Unfortunately I haven't found this possibility yet.

Next-gen projects are a function of Jira Software.  Once they are mature for Software, we may see them in Service Desk or Core, but I do not know if that is on the roadmap yet.
