There are many projects in our office, and some of them have shared resource. How can I plan this projects properly by using shared resource, So that shared resources are not over allocated? Is there any tools or solution to help me?
You may try ActivityTimeline which helps to get a comprehensive picture of resources' allocation and workload across multiple projects.

Shared resources are always tricky and must be effectively understood as to how they are contributing to various projects.!
Check this add-on -- it's called AIM Resource planning for Jira
