yes, you should receive notifications for all the issues you watch by default. If that is not the case, please check your notifications scheme in the project, maybe there is some misconfiguration. Also make sure your notifications are enabled in your personal settings: https://support.atlassian.com/jira-software-cloud/docs/manage-your-jira-personal-settings/#ManageyourJirapersonalsettings-Selecttheemailnotificationsyouwant
And if that does not work for you, check if outgoing mail is enabled in Jira administration.
