@BKF I think JIRA will be more used for breaking down requirements, and managing & tracking issues/tasks etc. included in these requirements. If you want to manage and create requirements and create BRD and FRD docs out of these, I would recommend to use Confluence along with JIRA, since Confluence (the team collaboration software) is more suited for this purpose and can well integrate with JIRA for cross-application functionality.
