I am new to JIRA. I would like to use JIRA for HR resource management for my department.
A question I would like to ask is where JIRA is able to do issue-level / -based access control (i.e. different groups and managers will have different levels of access to each issue)
The idea is that each issue will represent one candidate / role, and each candidate / roles personal details should only be available to specific groups of people.

Issue security levels are created within issue security schemes and let you control which user or group of users can view an issue.
