Is there any legal problems of using JIRA cloud services by Russian banks ?

Hi,
I have asked by one of my ex CEO about JIRA cloud using in Russia. They start working on one project and they are interesting to take JIRA Cloud solution for issues tracking .

So my question is there any legal problems of using JIRA/Atlassian cloud services by Russian banks  ? 

Do you know any Russian bank that use JIRA cloud , some examples , ... ?

That's an interesting question and one I unfortunately don't know the answer to.
