I had an issue on Previous build, the same issue reproduced on current Build too!!!, what should i comment in JIRA, whether need to comment the details of the current build. or need to add the build version number in the Issue Found in field.

That's a process question we can't answer.  I would ask your project owners what your process is around failed builds.
