Create Issue On Behalf of other User

Hi

Agents can see this option on Help Center while creating new issues while it is missing for Customers.

I need to enable this for our customers - please suggest the needful.

This is only available to agents.  If this is something you feel should also exist for customers you should submit a feature request to Atlassian here: https://jira.atlassian.com/secure/Dashboard.jspa?selectPageId=10440
