When creating a custom automation, how do I distinguish between someone entering a comment on the "internal" or "Customer" tabs as the triggering event?

Are you using the standard automation or automation for jira? It is possible in both. In the out of the box automation you can use "comment added" in the when-field and then choose if the comment is internal or public.
In automation for jira you can use a check to see if the comment was internal or public, one way to do it is like this:
