I am using Confluence 6.14.2. Want to delete some attachment but I not able to find option

Is this facility available in 6.14.2 ? Can it be issue of permission setting ?

On the page, go to the menu below and choose Attachments:

If you have permission, there will be a Delete option next to each attachment listed.

I understand that there are no permissions. how can permissions be set ? Is is issue of permission only Or can it be the case that this feature is not part of the version I am using
