Yes, you can create a report detailing all logged hours on a weekly basis in Tempo Timesheets. You can export the data and send the report to those you wish.
You can view information on a User, Team, Account or Advanced Timesheet (where you can display issues from a JIRA filter you have created from the issue search).

I wanted to add that if your customer is as well using eazyBI plugin, you can create a report and add it to eazyBI Dashboard which can then be automatically sent to the user e-mail on the days specified.
