jira reporter and APIV2 plug-in do not load in Jenkins

I've tried to get the hudson-jirareporter-plugin (version 5.0.4) and hudson-apiv2-plugin (version 5.0.4) work with Jenkins (version 1.485).I'm running on Windows Server 2008 R2, using Java 7 update 7. I've installed and re-installed per your directions on the website with no luck. From what I understand, this problem was supposed to have been fixed by version 5.0.4.
