cannot transition a story to closed using the "all" transition in the workflow defition

EXPECTED:

When I have a story in OPEN and I move it via the Greenhopper board to hover over CLOSED (both CLOSED and IN PROGRESS change color to light blue indicating that they will accept the transition) and i release the story, then i would expect the story to transition to CLOSED (or at least the transition screen for CLOSED)

ACTUAL:

The story suddenly jumps to IN PROGRESS

In the workflow theres a transition from "All" to "closed" however it appears it is being ignored

Yes, the section turns green/light blue with a dotted border. Then once I release the mouse button the error occurs.

Are you dragging the story to the "CLOSED" section (CLOSED section will turn green)?
