I know that the Zephyr connector is part of on demand, but what about the application itself. When I go the admin settings I see the plugin enabled, however there are no test issues or a way to use the Test Case Management system. Please advise
Zephyr has two plugins on the Atlassian Marketplace.

The plugin you see in the OnDemand instance of JIRA is the Zephyr Enterprise Connector. This plugin is associated with our Zephyr Enterprise Test Management System and a free version of it called the Zephyr Community Edition. The plugin doesn't add anything to JIRA, but rather sends metrics from JIRA about issues to display on the Zephyr Dashboards.
Both the Zephyr Enterprise Edition and the Zephyr Community Editions can integrate with JIRA OnDemand or a JIRA OnPremise deployment. These tools are stand alone tools with their own database and server.
