My developer entered his time worked a few days late for a task he worked on and then found that the time logged in Tempo and the time logged within the project did not match. (so the time on the project log showed he completed the work late and he entered the project worked on a specific date and then in Tempo timecard, it showed on the wrong date (the date he entered it on))
Is there a period of time that these require syncing before I can expect them to match?
By how much did it not mach? If it is one day difference then you might be looking at it where JIRA has converted the time to your timezone.
If today is the 5th and in Tempo you specify the work was spent on the 3rd. Then Tempo will store it as work on the 3rd. If the user forgets to specify the date. Then it will default to his local date when he entered his time.
There is no synching unless you are synching with an external financial system.
